According to the Human Rights Watch, urban police human rights
violations, especially the use of excessive force, persist in large part
because the accountability systems are defective. Recruit screening
often disregards flags like armed service behavior problems and repeat
traffic violations. Probationers are seldom evaluated daily; instead
they are thrown into the prevailing police culture. Brutality complaint
processes are cumbersome. The process isn't transparent. Civilians are
excluded from recruitment, training, and review committees. Proceedings
aren't public; hearings and determinations aren't published. Municipal
attorneys, unions, arbitration processes, and even government
prosecutors frequently shield police violators from penalties.
We want transparency.
