Let's abolish democracy.

Then we'll alternate affirmative and negative speeches, five minute time
limit on those.
Then we'll need a motion and second to end discussion and begin voting,
Barring, of course, motions to amend in the meantime.
To carry it we'll need a 2/3 majority by rollcall vote, no abstentions
allowed.
