Because it's a big, fat publicity stunt.   People get all riled up and talk 
about it incessantly, thus making it a big, fat SUCCESSFUL publicity stunt.  
No one in their right mind believes that these lists MEAN anything- The 
people who make them get all likkered up and scrawl out the lists on cocktail 
napkins.  Just like the Oscars.
