There has also been a program in the prisons n California since the mid-80's 
(it probably has had its budget cut since) - you might try the California 
Arts Council Archives (they have a 'site, I don't know it) I remember hearing 
about a Waiting for Godot at San Quentin in '89...

Also, in Washington state, Pat Graney has been doing Dance in the female 
correctional institutions. Most of her stuff could certainly be counted as 
theater. I know there have been newstories about it. Perhaps a Google.com 
search would pick up more.
