The big thing about this scheme is that it eliminates the personal desire
to nurture a specific playwright along, a specific play, a specific theme.

Not all scripts are created equal.  (Nor are all theatres)

The personal connection is the thing that makes  theatre great.  Giving it
up for the Kansas warehouse seems  (IMO) to disallow the magic connection
between theatre/playwright/actors/audience.

I don't know why people don't do more readings of new plays.
*It's not hard to do.
* It costs next to nothing.
* It's a valuable method of evaluating future plays.

The downside is that you then are cannibalizing your own "Finished" Theatre
product.  (People only have so much time to go out to the theatre)
