It was indeed Harry Truman, at least as cited by Clinton.  But now that 
we've touched on Clinton quotes, here is GEORGE "We Want the Funk" 
Clinton (who really ought to be President) as quoted by someone on 
another listserv:

"With the strength it takes to swim through what we have to live through, 
we could dance on the water and not get wet."
