I thought Ben had stated publicly at his speak at the LA Conference that he 
had enacted an Equity change.  Maybe someone who listened to him closer 
(someone even recorded the talk I think) can confirm that or not.  I'm 99 % 
sure that he had enthusiastically mentioned some Actors' Equity change to me 
personally prior to LA when he was describing how TCG was altering its 
eligibility requirements to become more attractive to RAT-like theaters. 

The best thing probably, someone could compose an email and ask Ben directly 
what change if any, was enacted under his tenure.  Tell him RAT is
